Housing is a fundamental determinant of health and wellbeing. Access to suitable housing and accommodation, combined with the right support, enables people to live independently, maintain their quality of life, and reduce the risk of preventable crises or increasing care needs.
Although Essex County Council (ECC) is not a Housing Authority, it is a key strategic partner in shaping the supported and specialist housing and accommodation market across Essex.
ECC’s Strategic Approach to Supported and Specialist Housing and Accommodation (2026–2030) sets out a shared vision for driving continuous improvement for supported and specialist housing across Essex. It aims to ensure that investment, policy and service provision are aligned to the diverse needs of Essex residents, while promoting independence, wellbeing and safety.
The Strategic Approach provides a framework for ECC’s priorities and ambitions across a range of population groups and housing types. It supports the development of effective housing pathways, improves system flow, establishes clear expectations for partners and providers, and can assist local housing authorities in developing their own Supported Housing Strategies. It will also help inform future arrangements arising from Local Government Reorganisation.
The ECC Strategic Approach to Supported and Specialist Housing and Accommodation is underpinned by the Supported and Specialist Housing and Accommodation Needs Assessment (2025) (SSHANA) which provides the most comprehensive assessment of housing and accommodation supply and future need for the administrative area of Essex County Council. Developed collaboratively by ECC and Housing Officers from its 12 district, borough and city councils, the SSHANA offers a robust, evidence-based understanding of both housing and accommodation supply and projected demand, helping to inform strategic planning, investment decisions and service development across Essex.
The assessment covers adult and children population groups who draw on Social Care support funded by ECC and others with lower-level needs who may not draw on Social Care from ECC, but who have support needs that affect their housing or accommodation. While the SSHANA does not specifically assess the needs of people experiencing homelessness, it does include individuals who have support needs that affect their housing and accommodation which may be a result of homelessness or risk of homelessness.
Estimates of current and future need for supported and specialist housing and accommodation are shown at ECC level and are disaggregated to the 12 District, Borough and City Councils and to Essex quadrants.
In December 2025, the SSHANA was updated to include information on the balance of need across private and social/affordable housing tenures, further strengthening the evidence base for future planning and investment decisions.
